This is an exciting opportunity to join a high performing commissioning team as a Commissioning Officer (Service Development) within Adult Social Care at Richmond and Wandsworth Councils. You will support the commissioning of services that are aligned to the strategic direction of both Councils to help keep people as independent as possible in their own homes and communities. It will support the development of services, within the Learning Disability Portfolio, and contribute as required to the needs analysis, commissioning, market testing, and review of services.

You will form part of a high performing team that strives on the continuous improvement of services. Contributing towards the Joint Strategic Needs Analysis for the London Boroughs of Richmond and Wandsworth.

Promoting equality, diversity and inclusion throughout along with implementing resident led opportunities of co-production within the Commissioning Cycle. Working closely with Quality Assurance teams and Operational Social Work colleagues to ensure the Councils’ Safeguarding principles are embedded throughout.

This role will be open to internal staff initially as a two-year secondment development opportunity with the potential to lead to a permanent position. Should you prefer to apply on a permanent basis please include in your supporting statement. The current role is a mix of hybrid working you will be required to attend the office at least once a week and when need dictates.

About the role 

You will:

  • Contribute to the commissioning of services to meet the local social care needs.
  • Collate information and intelligence and act as a source of advice on specific areas, as agreed with the Commissioning Manager
  • Work closely with strategic health and social care planning, quality assurance and contract monitoring, business intelligence and operational colleagues to develop plans for service improvement and development in specific areas, as agreed with the Commissioning Manager.
  • Contribute to the engagement, consultation and co-production with service users, carers and providers to inform commissioning intentions.
  • Keep thorough and accurate records, and provide support at meetings through preparing agendas, taking effective minutes, recording actions and liaising with various stakeholders as required.
  • Contribute towards the reviewing of commissioned services, including writing reports and supporting with preparing documentation for governance.

Essential Qualifications: 

  • Educated to a degree level or equivalent and relevant experiences.

Essential Knowledge / Experience: 

  • An understanding of the roles and collaboration between the NHS, Local Authority and Voluntary Sector.
  • Knowledge of national policy and legislation associated with Adult Social Care.
  • Experience of writing well-structured and high quality reports.
  • Ability to organise and prioritise your own workload, to enable you to work efficiently and effectively with competing priorities.
